Advising the Library of Congress on SEO Strategy and Standards (Case Study)

Co-developing SEO standards for one of the world’s most important libraries

When the Library of Congress needed specialized SEO expertise, one of its principal information architects reached out to me. What followed was a collaboration to tackle complex search visibility challenges and help develop SEO standards that the institution later adopted. It’s not every day that you get to contribute to the digital strategy of one of the world’s most important research institutions. This project gave me the opportunity to apply my expertise to challenges involving an enormous collection of online information.

A challenge on an extraordinary scale

The Library of Congress maintains a vast digital presence containing historical documents, research materials, and other valuable resources. Making that information discoverable through search engines presents challenges most organizations will never encounter. The Library needed consistent SEO guidelines that could work across its extensive website while accommodating the complexity of its digital collections. This was no ordinary project in the sense that many different factors had to be considered on a grand scale.

Collaborating on a solution

I worked directly with a remarkably sharp and talented principal information architect who brought extensive knowledge of the Library’s website, systems, and organizational requirements. My role was to provide advanced SEO guidance, share technical expertise, and help develop practical solutions.

Together, we focused on three priorities:

  1. Improve discoverability: We needed to help search engines find and understand the Library’s online resources.
  2. Establish consistency: We developed SEO guidelines applicable across different sections of the website.
  3. Long-term planning: We co-created recommendations that would remain useful as the Library’s digital presence evolved.

Our work combined strategic discussions, advanced training, and collaborative problem-solving to develop guidelines that could function within the institution’s existing systems.

From recommendations to adopted standards

The most significant outcome was that our collaboration contributed to SEO standards that the Library of Congress subsequently adopted, with modifications through its internal processes. The work went beyond consulting sessions and recommendations. It helped shape guidelines intended to influence how the institution approached SEO across its digital presence. The standards reflected a joint effort, combining my specialized SEO knowledge with the institutional expertise of the information architect.

The importance of this kind of project

This project reinforced something I’ve seen throughout my consulting career. That is, even organizations with highly skilled internal teams can benefit from an experienced outside perspective. The Library of Congress had knowledgeable professionals who understood its systems and requirements. I contributed specialized SEO expertise to help educate their team and address challenges that required a different perspective. Together, we helped shape institutional SEO standards with lasting implications for the Library’s approach to search visibility.
